Hungary’s Prime Minister, Viktor Orbán, announced in March that a national vote would be held on Ukraine’s EU accession as part of an ongoing effort to block the process.
The Hungarian government reported that the results, published in June 2025, indicated that approximately 95% of surveyed citizens, representing around 29% of the country’s eligible electorate, opposed Ukraine’s accession to the EU.
Similar to the 2023 anti-sanctions referendum, the poll was conducted as a consultation rather than a binding referendum. Prime Minister Orbán stated to reporters at the EU summit in Brussels that, based on these results, he intends to continue vetoing the opening of any additional EU negotiation chapters with Ukraine.
