Colombia’s Foreign Ministry has lodged a strong diplomatic protest against Ecuador following the mass deportation of Colombian citizens mostly inmates from Ecuadorian prisons. The ministry condemned the deportation as a unilateral action carried out without a formal protocol, labeling it an “unfriendly gesture” that disregarded previous requests for coordination

Ecuador’s government, however, defended the operation, stating that deportations began on July 8 and were carried out under due legal process. According to Quito, each individual received a judicial release order and excarceration warrants, and notifications were sent via diplomatic channels not representing a mass or collective deportation.

Local media reported that approximately 700 Colombian detainees were transferred across the Rumichaca border bridge into Colombian custody. The mayor of the Colombian border town of Ipiales, Amilcar Pantoja, confirmed there was no prior official notice of the deportations. Concerns have been raised about whether the transfers allowed for safe and dignified transit, with Bogotá emphasizing that human rights standards may have been jeopardized.

Differences in Position

Colombian officials say they repeatedly requested a standardized protocol to guarantee the safe and orderly return of nationals. They argue Ecuador’s actions violated international norms and lacked transparency.

Ecuador strongly rejects the criticism, asserting that it conducted individual deportations according to the rule of law, with no intent of coordinated mass expulsion. Its Foreign Ministry specifically denied the claim of collective deportations and highlighted their compliance with judicial and human rights standards.

Regional and Diplomatic Context

This dispute unfolds against a backdrop of longstanding migration and security challenges along the Colombia–Ecuador border. Ecuador has grappled with prison overcrowding and rising criminal violence, while Colombia has demanded greater procedural safeguards and transparency in handling returns.

Bogotá is now evaluating diplomatic options including potential legal or political responses, as relations between the neighboring governments appear to have cooled.
