The high-level meeting, held in Tokyo, brought together representatives from the foreign ministries of all three nations. Officials agreed to build on recent summit momentum by crafting more results oriented strategies for cooperation. The gathering marks a significant step forward in institutionalizing trilateral collaboration, with a strong emphasis on cyber security and regional stability.

Focus on North Korea’s Cyber Activities

One of the central topics was North Korea’s increasing reliance on illicit cyber operations to fund its weapons programs. At the fourth trilateral working group session, approximately 70 officials shared intelligence and assessments on North Korea’s digital crimes, including cryptocurrency theft, online fraud, and money laundering.

The three allies also discussed the ongoing threat posed by North Korean IT operatives, many of whom are believed to be working abroad under false identities to funnel foreign currency back to the regime.

Expanding Public-Private Cyber Cooperation

In a notable development, the three nations committed to extending their cooperation beyond government-to-government channels. Officials pledged to involve the private sector in future initiatives, recognizing the vital role of tech companies and financial institutions in identifying and disrupting cyber threats.

This initiative comes amid heightened geopolitical tensions in Northeast Asia, with North Korea continuing its missile tests and cyber offensives. The Biden and Lee administrations, along with Tokyo, have prioritized bolstering defense, intelligence sharing, and cyber resilience across the Indo-Pacific.

The steering committee is expected to meet regularly to assess implementation of agreed measures and to adapt their joint approach to evolving digital threats.

Zambia’s Minister of Foreign Affairs and International Cooperation, Mulambo Haimbe, hailed the reopening as a sign of “renewed and strengthened commitment” between the two nations. Speaking at the ceremony in Lusaka, Haimbe noted that the development reflects shared goals in trade, agriculture, science, health, and culture.

The embassy’s reopening also gives new momentum to the 2023 General Framework Agreement of Cooperation signed between Zambia and Israel. The agreement lays out a roadmap for enhanced economic and social collaboration.

“This is more than a diplomatic milestone it’s the beginning of a deeper and more meaningful partnership,” said Israeli Foreign Minister Gideon Sa’ar, who described the event as a “new chapter” in Zambia-Israel relations.

Israel’s Ambassador to Zambia, Ofra Farhi, also expressed enthusiasm and pride, saying the reopening represents the culmination of “months of dedicated work and mutual goodwill.”

Background:

Israel first opened its embassy in Zambia in the 1960s but closed it during the early 1970s amid shifting geopolitical dynamics and changing alliances in post colonial Africa. Relations between the two nations have improved significantly in recent years, driven by mutual interests in innovation, development, and security.

The renewed diplomatic presence is expected to facilitate government to government cooperation and pave the way for private sector investments, especially in technology and agricultural development.

Iran’s Intelligence Minister Esmail Khatib announced the alleged acquisition on state media, saying the materials “expose hidden aspects of Israel’s national security infrastructure,” including ties with the United States and European allies.

“We have obtained sensitive documents from within the Israeli regime,” Khatib stated, though no files or proof have been made public. “These documents reveal the full scale of Israeli nuclear capabilities and their covert alliances.”

The claim has not been independently verified and comes at a time of heightened friction over Iran’s own nuclear program. Tehran remains locked in a standoff with the International Atomic Energy Agency (IAEA), which has criticized Iran’s lack of transparency and cooperation.

Analysts suggest the announcement may be a response to Israel’s 2018 operation, when Mossad agents reportedly extracted a large archive of Iranian nuclear documents from a Tehran warehouse  evidence Israel used to accuse Iran of deceiving the international community about its nuclear ambitions.

Iran’s current narrative appears aimed at challenging that precedent and bolstering its image amid diplomatic isolation and domestic unrest.
