Alexander Bortnikov, Director of Russia’s Federal Security Service (FSB), has accused Western nations of transforming Ukraine into what he described as Europe’s largest hub for arms smuggling and covert military activity.
Bortnikov Issues Warning at CIS Security Meeting
Bortnikov made the remarks during a keynote address at the 58th meeting of the Council of Heads of Security Agencies and Special Services of the Commonwealth of Independent States.
He alleged that:
- Ukraine has become a staging ground for sabotage operations against Russia
- Western powers are using the conflict to expand military influence
- Promises of rapid European integration are being used to sustain the war effort

The FSB chief further claimed that Western-supplied weapons and military equipment are being diverted into:
