Uruguay Foreign Minister to Lead CELAC Delegation at BRICS Summit

Uruguay’s Foreign Minister, Mario Lubetkin, is set to lead the Community of Latin American and Caribbean States (CELAC) delegation at the upcoming BRICS Summit in India, highlighting Latin America’s growing engagement with emerging economies and the wider Global South.

The 18th BRICS Summit is scheduled to take place in New Delhi on September 10–11, 2026, under India’s BRICS presidency. The summit is expected to focus on strengthening cooperation among developing economies, multilateral reform, trade, technology and sustainable development.

Uruguay’s role in CELAC

Uruguay has held the pro tempore presidency of CELAC since March 2026, giving Montevideo a central role in representing the region in international forums. The country has emphasized stronger cooperation between Latin America and other regions, including Asia and Europe.

Lubetkin’s participation at the BRICS meeting is therefore expected to provide an opportunity to present CELAC’s priorities and strengthen dialogue between Latin American and Caribbean countries and BRICS members.

Focus on Global South cooperation

The BRICS gathering comes as the group expands its engagement with countries outside its core membership. Uruguay previously participated in the expanded BRICS summit in Brazil in 2025, where President Yamandú Orsi held bilateral discussions with other leaders.

Uruguay’s presence in New Delhi could further strengthen discussions on trade, investment, development, multilateralism and cooperation between CELAC and emerging economies.

The summit will also provide an important diplomatic platform for Latin American countries to engage with major economies including India, China, Brazil and other BRICS members at a time of shifting global economic and geopolitical alliances.
