The tariffs, which were scheduled to take effect on Wednesday, would have affected about $20 billion worth of Canadian goods across sectors including dairy, alcohol, lumber and other products. The measures were part of Trump’s broader push to address what his administration describes as unfair treatment of U.S. businesses by Canada.
Carney Says Negotiations Continue
Canadian Prime Minister Mark Carney confirmed that substantial progress had been made during intensive negotiations with the Trump administration but stressed that important work remains before a final agreement can be reached.
The three-day pause is intended to allow officials to complete outstanding documentation and resolve remaining differences. Canada has sought to protect its exporters while maintaining access to its largest trading partner.
Key Issues Still Unresolved
Negotiations have focused on market access, economic security and digital trade, as well as longstanding U.S. complaints involving Canadian restrictions on American dairy, alcohol and motor-vehicle exports.
Trump has also raised the possibility of reviving the Keystone XL oil pipeline, a major project cancelled in 2021, although details of how it could feature in a potential agreement remain unclear.
Temporary Relief for Businesses
The pause provides Canadian exporters and U.S. importers with temporary relief from the immediate threat of sharply higher costs. However, uncertainty remains because the proposed tariffs could still take effect if negotiations fail.
