Russia Extends Ban On Diesel, Marine Fuel Exports By Producers Until October 31 

Moscow Cites Domestic Fuel Market Stability During Harvest Season

Russia has extended a temporary ban on exports of diesel, marine fuel and gasoil by direct producers until October 31, as the government seeks to maintain stability in the domestic fuel market.

The restriction was previously scheduled to expire today. Russian authorities said the extension is intended to ensure sufficient fuel supplies amid increased domestic demand during the agricultural harvest season.

The measure applies specifically to fuel exports by direct producers, while a broader restriction on fuel exports remains in place through January 31, 2027.

The Russian government has introduced export restrictions on fuel at various points to help manage domestic supply and prevent shortages or sharp price increases. The measures are particularly significant during periods when demand for diesel rises because of agricultural and transportation activity.

Diesel is widely used across Russia’s agricultural sector, including for tractors, harvesters, trucks and other heavy machinery. Maintaining adequate domestic supplies during the harvest season is therefore a key consideration for policymakers.

The extended restrictions could also affect international fuel markets by limiting the volume of Russian refined products available for export.

Russia remains a major producer and exporter of refined petroleum products, meaning changes to its export policy can influence regional fuel supplies and international trading flows.

The latest extension underscores Moscow’s focus on balancing domestic energy needs with its role in global fuel markets.
