Ukraine Allies Move Toward Binding Security Guarantees at Paris Summit

Ukraine’s allies are set to endorse security guarantees that would involve binding obligations to assist Kyiv if it faces another Russian attack, according to a draft statement prepared for a high-level meeting in Paris.

The document says such guarantees could span military support, intelligence sharing, logistics, diplomatic action and tougher sanctions. As stated in the draft, “These commitments may include the use of military capabilities, intelligence and logistical support, diplomatic initiatives, adoption of additional sanctions.” The proposals still require formal approval from leaders of the “Coalition of the Willing,” who are gathering later today.

The summit brings together more than 27 leaders and senior representatives, including U.S. officials, and aims to advance concrete security arrangements for Ukraine in the context of a potential ceasefire with Russia. Talks on guarantees have intensified in recent weeks, despite Moscow giving no indication it would accept such measures.

Diplomats say discussions have moved beyond weapons deliveries and the idea of an international reassurance force, toward legally binding pledges to aid Ukraine if it is attacked again. This shift could prove politically sensitive in several European countries, particularly if it implies a direct military response.

President Volodymyr Zelenskyy is attending the meeting as part of efforts to align Ukrainian, European and U.S. positions. Upon arriving in France, he said: “These talks are meant to deliver more protection and strength for Ukraine. We are counting on our partners’ support and on steps that can guarantee real security for our people.”

The draft also outlines a U.S.-led ceasefire monitoring system with international participation and reaffirms long-term military assistance, including the potential deployment of a multinational force.
